Step 1 — Document (Structured Incident Documentation)

Guards document incidents using standardized, time-stamped reporting tools. Entries include narrative observations, descriptive subject characteristics, vehicle information, license plate numbers, images, and supporting media. Documentation is structured for supervisory review and identity-based analysis.

Step 2 — Review & Decision

Supervisors assess incident documentation, similarity confidence indicators, and cross-sector signals (if GDN enabled). The system does not contact law enforcement or initiate enforcement automatically. All investigative decisions remain under organizational authority.
